If you were charged the unsubsidised price for RON95 due to system glitches, you can get your money back

The Domestic Trade and Cost of Living Ministry (KPDN) announced that starting 9 October, Malaysians who were charged the unsubsidised RON95 price due to technical glitches at petrol stations can claim a refund.
According to The Star, Deputy Minister Datuk Dr Fuziah Salleh said that while the BUDI95 programme has been running smoothly since its launch last week, there were some minor system outages that caused motorists to be charged RM2.60 per litre instead of the subsidised RM1.99 per litre.
"If motorists ended up paying unsubsidised RON95 prices as a result, they may file for a claim," she said.

Here's how to claim your refund:
Individuals and businesses can apply for refunds for unsubsidised RON95 petrol purchased between 30 September and 31 October through the MySubsidi portal.
Make sure to attach copies of your receipts as proof of purchase.
Once verified and approved, refunds will be credited directly to your bank account within 15 working days.

For businesses, companies must be registered under the Subsidised Petrol Control Scheme (SKPS) and provide proof that they applied for a fleet card by 31 October to qualify
Fuziah also mentioned that only 25% of eligible businesses have registered so far, and urged more to sign up. Late registrations can still claim the subsidy backdated from 1 October, as long as they provide petrol receipts.
"We hope [more businesses] will register under the SKPS promptly," she said, adding that the ministry is working with taxi associations and other groups to boost participation.
