Govt To Introduce 2 Teachers In Classrooms To Strengthen Students’ Character Development

The Education Ministry (MOE) will introduce the co-teaching system, two teachers in a single classroom, under the 2027 school curriculum to balance academic achievement and character development
Speaking to Berita Harian, Education Minister Fadhlina Sidek said the approach aims to make the teaching and learning process more engaging and effective by allowing teachers to be more creative and interactive.
This initiative aligns with the government's goal of producing a generation of students who are not only academically excellent but also possess strong moral values, discipline, and civility.
Fadhlina said the method emphasises integrated learning, which combines several subjects, such as teaching English, Science, and Music, into a single session.
To prepare for the rollout, teachers are being trained and introduced to new teaching techniques, which have reportedly been well-received.

"In the co-teaching method, two teachers collaborate in one classroom.
"It is not a case of a teacher being assisted by a teaching aide, but a combination of two equal educators working together to make lessons more effective and appealing to students," Fadhlina said.
The ministry believes that the new method, which encourages active classroom interaction, is the most effective way to ensure every student receives adequate attention, helping to address learning loss and school dropouts.
Unlike the previous curriculum, which confined moral education to Pendidikan Islam and Pendidikan Moral, the new approach will require all teachers — including those teaching Science, English, Mathematics, and other subjects — to incorporate values and character development into their lessons.
Fadhlina added that having two teachers in the same classroom can also help alleviate issues of overcrowding, which often hinder students' focus and contribute to learning gaps.
In some cases, two classes may also be combined into one space for a co-taught session.
Previously, the MOE introduced the Character Development Programme under the 2027 curriculum, allocating 60 minutes of weekly classes to the schedules of both primary and secondary students.
