PUSPAL Clarifies Concert Dress Code Only For Performers, Not Audience

"The main focus is on performers' attire and conduct," the agency stated.

The Communications Ministry has clarified that the government's concert guidelines on dress codes and conduct apply solely to performing artistes, not to the audience

In a statement on 22 September, the ministry, through the Central Agency for Application of Filming and Performance by Foreign Artistes (PUSPAL), explained that the newly introduced PUSPAL GPP 6.0 Guidelines do not impose attire or conduct restrictions on concert-goers.

The clarification came in response to a report by The Star, which quoted Communications Ministry Strategic Communications and Creative Industry deputy secretary-general Nik Kamaruzaman Nik Husin as advising both performers and audiences alike to comply with PUSPAL guidelines.

PUSPAL said while it encourages concert-goers to dress and behave appropriately, these are recommendations and advice rather than binding rules

"The main focus is on performers' attire and conduct, in line with the values and sensitivities of Malaysia's multiracial society, to safeguard national harmony," the agency stated.

Besides that, the agency also advised organisers to prioritise safety and crowd management before, during, and after events — particularly regarding the use of alcohol and drugs — to avoid untoward incidents.
