An animal welfare group has called on the authorities to take firm action against a man who had allegedly beaten a dog to death with a metal rod in Ipoh, Perak

A video of the incident was shared by Persatuan Haiwan Terbiar Malaysia (SAFM) on Facebook on Sunday, 28 September.

The clip shows a young man struggling with an older woman while chasing and striking a white dog, before cutting to the bloodied animal lying on a veterinary table as the woman weeps beside it.

SAFM said the pet dog was allegedly beaten to death by the owner's own son. In the video, the suspect's mother can be seen attempting to stop the attack, but he continues chasing the animal.

The incident reportedly took place on 19 September in Taman Arkid, Ipoh

According to The Star, the police have since arrested the 23-year-old suspect.

Ipoh police chief ACP Abang Zainal Abidin Abang Ahmad confirmed that a report was lodged at the Menglembu police station the same day.

"The case is being investigated under Section 506 of the Penal Code and Section 29(1)(A) of the Animal Welfare Act 2015, involving criminal intimidation among family members and the killing of a dog by the suspect.

"The suspect has been arrested and is currently on police bail pending completion of the investigation," he said in a statement on Monday, 29 September, adding that police will work with relevant agencies to handle the matter.

He also urged the public not to further circulate the video to avoid causing distress.

Meanwhile, SAFM has urged the Perak Department of Veterinary Services (DVS) to take immediate action under Section 30 of the Animal Welfare Act 2015

The section specifically prohibits acts of cruelty resulting in suffering or death.

The group noted that the suspect has been released on police bail and stressed that DVS has independent enforcement powers from the police.

"Firm and transparent enforcement is crucial to ensure justice, uphold animal welfare, and prevent future acts of cruelty," it said.
