JPJ Cracks Down On Speeding Heavy Vehicles With 4,200 Verification Notices Issued

Following the enforcement of Speed Limitation Devices (SLDs) on commercial vehicles on 1 October, the Road Transport Department (JPJ) has issued 4,295 installation verification notices to heavy vehicle owners
Transport Minister Anthony Loke said vehicle owners have 14 days to obtain functional verification from the relevant body and return it to JPJ for confirmation.
If owners comply within this stipulated period, no further action or summons will be issued, a move that has already encouraged more operators to install the devices. SLDs are set to cap vehicle speeds at 90km/h.
Owners of vehicles with OEM-installed SLDs must submit verification slips from the original manufacturer, while those with retrofitted SLDs require verification from a JPJ-recognised company.
These verification documents must be kept in the vehicle at all times and renewed every two years to ensure functionality. All verification slips and reports must be uploaded to JPJ's online system on a weekly basis as proof of compliance.

This SLD rollout is being implemented in three phases
Phase Two begins on 1 January 2026 and will involve activating SLDs within the electronic control units (ECUs) of vehicles manufactured before 1 January 2015.
The final phase starts on 1 July 2026, requiring all remaining commercial vehicles not yet equipped to retrofit SLDs, pending JPJ approval.
On the enforcement of bus seat belts, which began on 1 July, Loke said compliance is mandatory for all buses fitted with seat belts, including those operated by higher education institutions, express services, and tour operators.
