President Rodrigo Duterte declared the nation in an "environment of lawlessness" and described the explosion as a terrorist act, the official Philippines News Agency [reported] (http://www.pna.gov.ph/index.php?idn=&nid=1&rid=920461)

Philippine Red Cross chairman, Senator Richard "Dick" Gordon, paid tribute to Ms. Bisnon in a note posted on the NGO's [Facebook page] (https://www.facebook.com/phredcross/)
Ms. Bisnon posted this on February which confirms her heart for volunteerism:
Gordon asked the NGO's staff and volunteers to pray for Ms. Bisnon's peace
"**She has once served unselfishly as a volunteer of the Sultan Kudarat Chapter and has therefore given her time and effort to the service of the most vulnerable in their community.** I ask all our staff and volunteers to remember Kristia in your prayers. May she rest in peace!," added Gordon.
