A total of 1,377 individuals, including foreigners, were arrested between 2021 and 31 October this year for misusing MyKads and birth certificates, said Home Minister Datuk Seri Saifuddin Nasution Ismail

In a written parliamentary reply, he said that 338 of these cases were related to MyKad misuse under Regulation 25(1)(e) of the National Registration Regulations 1990.

These cases included 232 instances of fake MyKads and 106 cases involving the use of another person's MyKad. Among the offenders, 172 were Filipinos, 132 were Indonesians, and 34 were from other countries.

The minister added that 843 prosecutions were recorded under the National Registration Regulations 1990, 525 under the Births and Deaths Registration Act 1957 (Act 299), while nine cases were not prosecuted.

He confirmed that some cases have been tried and sentenced, while others remain under investigation or pending prosecution. Over the same period, the ministry conducted 3,418 enforcement operations in collaboration with various agencies.

Saifuddin emphasised that to safeguard MyKad holders' data from identity theft and illegal sales, the ministry, through the National Registration Department (NRD), has implemented a comprehensive strategy covering enforcement, prevention, and public education

A special investigation task force has been established under the NRD to trace syndicates involved in the sale of personal identities.

The NRD is also conducting regular joint operations and integrated inspections — including unannounced audits — to ensure compliance with established work procedures.

On prevention, the NRD runs continuous public awareness campaigns and offers a hotline and online complaint channels via the Home Ministry's portal for swift reporting of irregularities

The Home Ministry stressed that every citizen is responsible for keeping their official personal documents secure.

The ministry, through the NRD, remains committed to protecting citizens from identity theft and will continue to strengthen its approach by integrating technology, enforcement, and public education to uphold the integrity and security of the national registration system.
