The good news is that Malaysia does have a structured special education system under the Education Ministry.
Here is a complete breakdown of how to apply for special education support:
Before you start applying, you need to identify the types of programmes that exist under the special education system
Under the ministry, special education falls under the Program Pendidikan Khas (PPK), and it generally comes in three formats:
- Sekolah Pendidikan Khas (SPK): Fully dedicated special education schools
- Program Pendidikan Khas Integrasi (PPKI): Special education classes within mainstream schools
- Program Pendidikan Inklusif (PPI): Students with special needs placed in mainstream classes with support
Eligibility to join these programmes typically covers students diagnosed with learning disabilities, autism, down syndrome, ADHD, hearing impairment, visual impairment, and other physical disabilities.
First things first, secure a formal diagnosis that meets the ministry's documentation standards
You can secure an official report from either a government hospital specialist, a certified paediatrician, a clinical psychologist, or other recognised specialists.
The documents must clearly state the diagnosis, functional impact, and educational recommendations.
After you have an official diagnosis, you can then apply for an OKU card from the Department of Social Welfare Malaysia (JKM)

- STEP 1: Register your child at a government school (if not already enrolled)
- STEP 2: Inform the school you wish to apply for special education placement
- STEP 3: Submit all medical reports and supporting documents
- STEP 4: The school forwards the application to the PPD
In many cases, you can also apply online through official sites like ePKHAS.
Online processes may differ slightly depending on the state and year of implementation, so confirm directly through the ministry's official website or the school's respective PPD.
After the application process, wait for the placement outcome
Do note that approval into SPK, PPKI, or PPI is not a one-time decision. Most students will undergo periodic reviews to ensure the placement remains suitable.
If you disagree with the placement outcome, you may appeal through the PPD and, if necessary, escalate to the State Education Department (Jabatan Pendidikan Negeri). Procedures can change, so always confirm the current appeal mechanism through official channels.
