Malaysians To Have Quota For Targeted RON95 Subsidy To Prevent Pumping Fuel For Others

E-hailing drivers will be given a higher quota.

The government will introduce a capped quota for eligible Malaysians when the RON95 fuel subsidy rationalisation is implemented, Finance Minister II Datuk Seri Amir Hamzah Azizan said

Amir Hamzah said the Finance Ministry is finalising the quota system, which will differentiate between ordinary users and those whose daily work depends on fuel, such as p-hailing and e-hailing drivers.

"We will have a quota. We must have a quota. We do not want someone to pump fuel for other people," he told the special chambers in Parliament on Monday, 25 August.

"Ordinary users will have a set quota, but for p-hailing and e-hailing drivers, the quota will be higher because this is their primary task. We will make that distinction."

He was responding to Datuk Seri Dr Wee Ka Siong (BN-Ayer Hitam), who asked how the government defines the T15 (top 15% of income earners) and what systems will be in place for notification, verification, and appeals to safeguard public rights during the RON95 subsidy rationalisation.

Full details of the rationalised subsidy programme are expected to be finalised by the end of next month, with eligibility criteria and implementation methods now in the final phase of refinement, reported The Edge.

Nevertheless, he stressed that the government's main goal is to ensure the majority continue to receive support.

To ensure smooth execution of the RON95 subsidy rationalisation programme, Amir Hamzah said the government has tested various methods, including MyKad, e-wallets, and petrol retailers' apps, to ensure the initiative is implemented efficiently without burdening the public.

He added that the MyKad mechanism works by inserting the card into a government-provided reader, which connects to the government's Central Database Hub (PADU) to verify eligibility and quota.

"The MyKad method is also being used to channel Sumbangan Asas Rahmah (SARA) assistance, where each identified eligible recipient will be automatically registered and receive basic necessities aid through an account linked to their MyKad," he said.

He emphasised that the initiative is being designed to ensure the public experiences no major differences in their usual transactions, whether paying by cash, card, or via MyKad integration.
