JPN Clarifies Viral Dual Citizenship Claim, Says No New Policy Involved
The department said voluntary renunciation of citizenship follows the Federal Constitution and is assessed on a case-by-case basis.

The National Registration Department (JPN) has clarified that recent remarks attributed to its director-general on dual citizenship were taken out of context
In a media statement on its Facebook page today, 17 December, JPN said director-general Datuk Badrul Hisham's comments referred to Malaysia's long-standing approach to handling dual citizenship, as provided for under the Federal Constitution.
Reports had quoted Badrul as saying that JPN is exploring a proposal that would allow Malaysians with dual citizenship to voluntarily surrender their MyKad without facing legal action.
Malaysia does not recognise dual citizenship, the department added.
"Individuals possessing foreign citizenship may make a voluntary renunciation of citizenship rather than facing action for the deprivation of their citizenship under Article 24, 25, or 26 of the Federal Constitution," the statement read.
The department explained that it acts as an implementing agency, checking documents and preparing recommendations based on the facts of each case
Final decisions on citizenship deprivation are made by the federal government through the Minister of Home Affairs, in accordance with the law.
JPN emphasised that the earlier mention of "considering recommendations" does not signal a policy change or automatic enforcement. Instead, it refers to ensuring citizenship management is carried out prudently, fairly, and legally.
"No arbitrary actions are taken, and every case will be assessed in detail based on facts, the provisions of the Federal Constitution, and the approval of the relevant authorities," the statement said.
The department also urged media outlets and the public to report responsibly to prevent confusion and misunderstanding.
