Govt To Increase Excise Duty On Tobacco Products This November

The initiative is being done to reduce the prevalence of smoking in Malaysia.

Prime Minister Datuk Seri Anwar Ibrahim has announced that the government will increase excise duties on tobacco products starting 1 November 2025

During the tabling of Belanjawan 2026 today, 10 October, Anwar, who is also the current Finance Minister, said the initiative is being done to reduce the prevalence of smoking in Malaysia. and will increase as follows:

– Cigarettes: Increased by RM0.02 per stick
– Cigars, cheroots, and cigarillos: Increased by RM40 per kilogramme
– Heated tobacco products: Increased by RM20 per kilogramme of tobacco content

Additionally, the government has extended import duty and sales tax exemptions on nicotine replacement therapy products

The additional revenue generated from these tax adjustments will be allocated to the Ministry of Health (MOH) to support initiatives such as the 'Inisiatif Kesihatan Paru-Paru KKM', and the treatment of diabetes and heart disease.
