Anwar Speaks Mandarin After Allocating RM21.7 Billion To Defence Ministry. Here’s What He Said

Prime Minister Datuk Seri Anwar Ibrahim used a Mandarin idiom during the tabling of the Belanjawan 2026 today, 10 October
Anwar, who is also the Finance Minister, quoted the idiom after announcing that the government will allocate RM21.7 billion to the Ministry of Defence and RM21.2 billion to the Ministry of Home Affairs.
"As revealed in the classic wisdom of ancient Chinese civilisation, '居安思危,思则有备,有备无患', which means 'In peace, we should be vigilant against threats and dangers'.
"This great philosophy is from the majestic historical work in the Spring and Autumn Annals titled Zuo Zhuan," he said.
Anwar added that this highlights the importance of necessity and preparedness over complacency, especially for a maritime nation facing various regional challenges, as some areas have become arenas for great power rivalries.

He said the government will allocate RM6 billion for the military and RM1 billion for the police and other related departments for new procurements
The maintenance and purchase of defence assets include:
– Medium, short, and very short-range air defence systems
– Two multi-role support ships
– 10 MALBATT vehicles
The maintenance and purchase of assets for the Royal Malaysia Police (PDRM) and other uniformed bodies under the Ministry of Home Affairs include:
– 100 4×4 pickup trucks for PDRM
– Four fast patrol boats for the Marine Police Force (PPM)
– one maritime surveillance aircraft for the Malaysian Maritime Enforcement Agency (APMM)
