Students Changing Schools Will Be Required To Submit Mental Health & Discipline Reports Starting 2026

Starting from the 2026 school session, all students transferring to a new school will be required to submit health reports, including mental health assessments and discipline record
According to FMT, Director-General of Education Mohd Azam Ahmad said this requirement is part of the new school safety guidelines issued by the Ministry of Education (MOE) to address bullying, sexual harassment, and students' physical safety.
"Schools must provide health reports, including mental health assessments and student discipline records. This SOP will be tightened to ensure high-risk issues are detected early," he said.
Previously, school transfers were often conducted without sharing important information about students' backgrounds, leaving new schools unaware of potential risks. This gap could lead to incidents that might otherwise have been prevented if complete information had been provided from the start.

Image via FMTIn a related development, Azam said the MOE Special Committee on School Safety is currently reviewing existing standard operating procedures (SOPs) to ensure they remain relevant and meet current needs
The review involves collaboration with multiple external agencies, including UNICEF, the Human Rights Commission of Malaysia (SUHAKAM), the Ministry of Health, the Department of Social Welfare, and the police.
He explained that the school safety reforms focus on five main areas: mental health, reproductive and social education, teacher welfare, student voice, and the Student Protection Policy.
Under the policy, MOE will also introduce the 'Aku Janji Sekolah' concept, which involves a joint commitment among schools, parents, and students to ensure a safe, conducive, and disciplined learning environment.
Azam also said MOE is carrying out audits on school safety and teacher presence via its inspectorate and quality assurance division, in line with directives from Education Minister Fadhlina Sidek.
The audits will review teacher attendance, workload, and wellbeing, along with overall school safety during both day and night hours.
